Shot on the grounds of the Ordos Municipal Office Building , Inner Mongolia, Lihong Bai performs and institutional intervention. She leads the goat to the doors and into this key institution, where immigration applications take place. Other interventions municipal buildings, show how herders and their animals have a kinship, as well as the dynamics of being outsiders, in a system of accelerated urban-rural change.
Environmental and socio-cultural changes for herding communities are discoursed throughout the Outsider installation, of which this film is a part.
